This can be Street Fighter, Halo, even Flappy Bird. There is no need to argue what a video game is when everyone knows full-well what exactly comprises a video game. A game could be utter nonsense, and have no purpose, yet it still focuses on a player tasked with beating whatever challenge set before them, regardless of story and gameplay.

A mobile port of Tic Tac Toe would still be considered a video game.

Thus no one needs long ramblings of pseudo-intelligence to try to justify one's opinion on what makes a video game a video game.
